τρόπον γάρ τινα βασιλεύουσι καὶ ἄρχουσιν ἡμῶν ἀνημμέναι τὸ κράτος, ἀλλ’ οὐχ ὁμοίως· ὑπήκοοι γὰρ αἱ πέντε τῶν τεττάρων εἰσὶ καὶ φόρους αὐταῖς καὶ δασμοὺς ἀναγκαίους φέρουσιν ὑπὸ φύσεως ὁρισθέντας.
