τούτους οὖν καλέσας τοὺς συμμάχους ὁ νοῦς φησιν· „οἰκοδομήσωμεν ἑαυτοῖς πόλιν„ (Gen. 11,4), ἴσον τῷ ὀχυρωσώμεθα τὰ οἰκεῖα καὶ φραξώμεθα δυνατῶς, ὡς μὴ πρὸς τῶν κατατρεχόντων εὐμαρῶς ἁλισκοίμεθα· διέλωμεν καὶ διανείμωμεν ὥσπερ κατὰ φυλὰς καὶ δήμους ἑκάστας τῶν ἐν ψυχῇ δυνάμεων προσκληρώσαντες τὰς μὲν λογικῇ, τὰς δὲ ἀλόγῳ μερίδι·
