ὁ μὲν πρῶτος τῶν περὶ μοναρχίας· οὗτοι δὲ δηλοῦσιν, ὅτι ἓν αἴτιον τοῦ κόσμου καὶ ἡγεμὼν καὶ βασιλεὺς εἷς ὁ ἡνιοχῶν καὶ κυβερνῶν τὰ ὅλα σωτηρίως, ὀλιγαρχίαν ἢ ὀχλοκρατίαν, ἐπιβούλους πολιτείας φυομένας παρ’ ἀνθρώποις τοῖς κακίστοις ἐξ ἀταξίας καὶ πλεονεξίας, ἐξεληλακὼς ἐκ τοὐ καθαρωτάτου τῆς οὐσίας, οὐρανοῦ.
