πρὸς δὲ τοὺς ἀποροῦντας, τί δή ποτε οὐκ ἐν πόλεσιν ἀλλ’ ἐν ἐρήμῳ βαθείᾳ τοὺς νόμους ἐτίθει, λεκτέον πρῶτον μέν, ὅτι αἱ πολλαὶ τῶν πόλεων ἀμυθήτων κακῶν εἰσι μεσταί, καὶ τῶν πρὸς τὸ θεῖον ἀνοσιουργημάτων καὶ τῶν πρὸς ἀλλήλους ἀδικημάτων.
