δηλοῖ δ’ ὁ νομοθέτης φάσκων· „ποταμὸς δ’ ἐκπορεύεται ἐξ Ἐδὲμ ποτίζειν τὸν παράδεισον. ἐκεῖθεν ἀφορίζεται εἰς τέσσαρος ἀρχάς“ (Gen. 2,10). γενικαὶ μὲν γάρ εἰσιν ἀρεταὶ τέσσαρες, φρόνησις, ἀνδρεία, σωφροσύνη, δικαιοσύνη· τούτων δ’ ἡγεμονὶς ἑκάστη καὶ βασιλίς ἐστι, καὶ ὁ κτησάμενος αὐτὰς ἄρχων καὶ βασιλεὺς εὐθέως, κἂν μηδεμιᾶς ὕλης εὐπορῇ.
