ἐπεὶ δὲ πᾶσι ταῦτα ἐδόκει, προχειρίζονται τῆς βουλῆς ἄνδρας εἴκοσι στρατηγίας ἐμπείρους: ἐκ τούτων αὐτοκράτορας ἑλόμενοι δύο, Βαλβῖνον καὶ Μάξιμον, προκαταλαβόντες τὰς ἐπὶ τὴν Ῥώμην φερούσας ὁδοὺς ἕτοιμοι πρὸς τὴν ἐπανάστασιν ἦσαν.
