Κωνσταντῖνος δὲ ταῦτα διαπραξάμενος διετέλεσε δωρεαῖς οὐκ ἐν δέοντι γινομέναις, ἀλλὰ εἰς ἀναξίους καὶ ἀνωφελεῖς ἀνθρώπους, τοὺς φόρους ἐκδαπανῶν, καὶ τοῖς μὲν εἰσφέρουσι γινόμενος φορτικός, τοὺς δὲ μηδὲν ὠφελεῖν δυναμένους πλουτίζων:
